Competition between local authorities and approved inspectors in the provision of building control services provides a stimulus to greater efficiency and higher standards of service to the customer. However, it has been recognised that these same market forces also have the potential to drive down building control standards. It is to avoid this possibility that these Performance Standards were first formulated in 1999.

These Standards and the associated guidance have now been revised by the Building Control Performance Standards Advisory Group (BCPSAG).
