This MPG sets out the principles and the key planning policy objectives against which plans for mineral extraction and decisions on individual applications should be made.
It emphasises the importance of mineral resources to the country and sets out the special characteristics of minerals extraction as a land use, including the need for beneficial after-use of sites to avoid dereliction.
In summarising the statutory basis of planning controls for mineral development, the guidance draws attention to the importance of conditions attached to planning permissions.
These cover the purposes of control over ancillary buildings and waste disposal, enforcement of the terms of the permission and the placing of obligations upon the developer.
It describes the relationship of development plans to mineral extraction programmes and covers a number of policy considerations, including land banks and the continuity of production, protected areas, the water environment, and restoration, aftercare and after-use of the site.
