This circular introduces the direction promised in paragraph 39 of PPG 3 Housing. Paragraph 39 stipulates that the Secretary of State should be notified of any proposed greenfield housing developments which are above a certain size either on their own or as part of a wider but contiguous allocation for housing and which the local authority resolves to approve.

To fall into this category, proposals must involve five hectares or more of greenfield land or 150 or more dwellings regardless of the size of site.

Applications to which the direction applies do not include those covered in the Town and Country Planning (Development Plans and Consultation) (Departures) Direction 1999.

These should continue to be notified to the Secretary of State in accordance with the Departures Directions.

The Direction defines greenfield land as land which has not been developed within the definition of the term 'previously developed land' set out in Annex C of PPG 3.
