Overview
15 This Blueprint addresses the whole planning landscape from policy formulation to delivery through local planning authorities and intermediaries including community engagement and handling of applications and appeals.
Planning Policy
16 This Blueprint will contribute to the achievement of the government's vision for sustainable communities by directly supporting the aims of the wide ranging planning reform agenda, including streamlining planning processes, changing culture and providing incentives for local planning authorities to achieve better performance. The background to the changes in planning, the ODPM PSA targets, and meeting electronic government targets are given in Annex A.
e-Planning Programme Scope
17 e-Planning extends over a wide range of sectional interests, a disparate set of systems and initiatives and across the UK. This Blueprint will focus on setting out a programme for delivery within England, whilst seeking, where appropriate, to link-up with parallel development in Wales, Scotland and Northern Ireland. Many organisations across government play a part in delivering planning services - in particular local government. There are also many non-governmental organisations involved and a range of existing relevant projects that the e-planning programme will build upon to deliver the vision. Key organisations are shown in Annex B and related projects in Annex C.
