PARSOL Exchange (e-Consultation) Services

Overview

To allow all consultation on planning applications with statutory consultees to be conducted electronically to benefit all parties in the planning process.

What’s PARSOL doing?

Lessons learnt from the piloting of PARSOL Exchange Applications by Wandsworth and Macclesfield Councils, the Environment Agency and English Heritage will be used to develop a business case for the national rollout of electronic consultation receipt and response by all statutory consultees.

Project deliverables

In support of achieving this vision, this project will deliver:

  • A position statement indicating each statutory consultees current position in relation to the receipt of electronic consultation
  • Standards for local authorities capturing paper applications electronically to the quality required to enable consultees to assess applications
  • Conclusions from the operation for the PARSOL Exchange Application pilot
  • A business case for the rollout of electronic consultations by all LPAs and statutory consultees
  • A support service for LPAs implementing systems to achieve electronic consultation

Delivery timetable

Delivery is dependent on the results of the PARSOL Exchange Applications Pilot, the business case developed as part of the project may indicate that further investment is required in 2006/7 and beyond to achieve national rollout of electronic consultation.
