The Highways Agency is an executive agency of the Department for Transport, established in 1994. The Secretary of State is responsible for overall Government policy on motorways and trunk roads in England and determining the strategic framework and the financial resources within which it operates.
The Agency's purpose is to reduce the impact of traffic generated by development and provide safe and reliable long distance journeys on strategic national routes by managing the traffic using our roads as well as administering the network of motorways and trunk roads.
