DETR 04/99 (18 June 1999)
This circular has now been superseded by the revised 'PPG8 - Telecoms'.
This circular explains changes to the telecommunications provisions of the General Permitted Development Order 1995.
It incorporates recent policy advice on minimising the environmental intrusion of development by telecommunications code system operators including by mast and site sharing, gives guidance on prior approval procedures and summarises the main permitted development rights.
The main changes are introduction of a 42-day prior approval procedure in respect of ground-based masts which it is proposed to erect under permitted development rights, and measures to protect SSSIs. Design, mast and site sharing, pre-development discussions and a Code of Best Practice are covered.
Appendices detail the prior approval procedures, reproduce a model site notice and outline the main telecommunications permitted development rights, including the dimensions of masts and receiving antennae in different locations.
