This circular contains the new directions arising from publication of PPG15 Planning and the Historic Environment and replaces the directions contained in DoE circular 8/87 which was superseded by PPG15.
The circular sets out requirements to notify and consult in reference to planning applications affecting the fabric or setting of listed buildings, conservation areas and historic parks and gardens.
It also clarifies certain paragraphs in PPG15 and gives advice on listed and other buildings in conservation areas subject to action under Part IX of the Housing Act 1985. It also interprets the judgement in the Shimuzu case in the House of Lords as it affects the meaning of the words "building" and "demolition".
