This circular was cancelled with the publication of  Planning Policy Statement 1: Delivering Sustainable Communities 

This circular provides advice about planning considerations relating to crime prevention. It sets out the contribution to be made from good planning to tackling crime and explains that crime prevention is capable of being a material consideration when planning applications are considered.

The circular underlines that once a development has been completed the main opportunity to incorporate crime prevention measures will have been lost. Where there is the potential to reduce crime this should feature from the outset of the design process.
