This circular has now been replaced by 'Circular 01/06: Planning for Gypsy and Traveller Caravan Sites'.
This circular revises guidance on the planning aspects of sites for Gypsy caravans. It applies equally to local authorities own sites and to planning applications for sites to be established for Gypsies by Gypsies themselves or other parties.
It is intended to ensure that the planning system recognises the need for accommodation consistent with the nomadic Gypsy lifestyle, to reflect the importance of the plan-led nature of the planning system in relation to Gypsy site provision.
It withdraws previous guidance which indicated that it might be necessary to establish Gypsy sites in protected areas including green belts. The provision and location of sites, site characteristics and services, applications and enforcement are all discussed.
