02/93 - Public Rights of Way

DoE 02/93 and WO 05/93 (25 January 1993)

This circular consolidates advice on recording, maintaining, protecting and modifying the rights of way network. It also outlines the powers which local authorities acquired under the Transport and Works Act 1992 to stop up or divert a footpath or bridleway in their area when it crosses a railway, otherwise than by a tunnel or bridge, where this is considered to be in the interests of public safety.

There is also guidance on making and confirming orders, revision of definitive maps, statutory procedures relating to public path and rail crossing orders and on the relationship between development and public rights of way.

Management issues covered include forming liaison groups, publicity for paths, keeping bulls on fields crossed by rights of way, ploughing over paths etc.
