This circular outlines the system of advertisement control and gives relevant advice about advertisement applications to local authorities, appeals to the Secretary of State, and dealing with unauthorised advertisements.
Innovations and changes in this circular relate to the power of a local planning authority to decline to determine applications, dismissal of appeals in cases of undue delay, and receipt and transmission of advertisement applications.
The explanatory memorandum covers the main statutory provisions, the scope and exercise of control, and appeals. Other matters covered are signposting for tourist facilities and outdoor advertising on recycling containers.
Five appendices show an application form for consent to display an advertisement, describe public safety implications, offer notes on appeals, give a model planning authority appeal statement and print the 1972 direction on advertisement control.
