This MPG advises minerals planning authorities (MPAs) and the industry on what needs to be done to ensure that there is an adequate and continuous supply of raw material to maintain production in a manner which has full regard to the environment.
It recognises that the cement industry is of vital importance to the country and that it can have a significant environmental effect. The guidelines advise the MPAs on the exercise of planning control over the industry.
They indicate the relevant national policies that a development plan should incorporate and some of the other factors which should be taken into account when planning applications are determined.
They outline national trends in the industry and relevant policy and environmental consequences. The MPG also identifies a policy to ensure adequate permitted cement reserves and after-use and restoration of quarries.
