Following the enactment of the Planning and Compulsory Purchase Act 2004, Regional Planning Guidance (RPG) has become part of the statutory development plan and has been re-named as a Regional Spatial Strategy (RSS). RPG8 has therefore become RSS8.

This document, published in March 2005, sets out proposals for the sustainable development of the region's economy, infrastructure, housing and other land uses.

Using a sequential approach to finding land for most kinds of development, the strategy focuses on five sub-areas around Lincoln, the Northern coalfields, the Peak District, Northampton/Milton Keynes and the three cities of Derby, Leicester and Nottingham.

(An interregional study is being undertaken to consider the further development potential of the Milton Keynes sub region. Milton Keynes is in the South East Region.)

Strategies in these areas set out criteria local authorities have to have regard to in identifying potential strategic high quality employment sites, they apply a 'plan, monitor and manage' approach to housing, and take account of flood risk and opencast coal mining requirements.
