The Statutory Instrument 2005/84, which amends the Town & Country Planning (Use Classes) Order 1987, comes into force on 21st April 2005. The Town and Country Planning (General Permitted Development) Order 1995 is also amended by Statutory Instrument 2005/85 to reflect the changes to the Use Classes Order. These amendments follow extensive consultation about the changes considered necessary to reflect current circumstances and to ensure the Use Classes Order remains an effective tool for delivering the Government’s planning policies.

Circular 13/87, which gives advice on the 1987 Use Classes Order, is hereby cancelled.

This Circular, provides a guide to the Use Classes Order as amended by SI 2005/85. It should, however, be remembered that although this Circular gives guidance amounting to an interpretation of the Order, only the courts can interpret the law authoritatively.
