Loft conversions - proposed regime

Please bear in mind that this is a guide to the proposed changes to the planning system. The limits and restrictions outlined here will not apply until the law is changed. The changes will not affect any works started before that date. Building Regulations guidance can be found elsewhere on the Portal.

For current guidance on the planning and building regulations regime see 'Loft conversion' in our Common Projects section.

The Government intends to keep the current volume-based approach which it believes to be most suitable to allow the creation of adequate living space in lofts. These are the limits:

  • 40 cubic metres loft extension for terraced houses.
  • 50 cubic metres loft extension for semi-detached or detached houses.
  • Extensions must start a minimum of 0.2 metres above the eaves to maintain the visual appearance of a roof line.
  • No extension beyond the plane of the existing roof slope fronting the highway.
  • No extension to be higher than the ridge.
  • Materials to match the existing house.
  • No raised terraces, verandas or balconies.
  • Side-facing windows to be obscure-glazed; top opening allowed.
  • Planning permission will be required in designated areas.
