The aim of the review was to investigate the opportunities for improving the planning application process for the benefit of all involved.
The review, jointly commissioned by Communities and Local Government and Business, Enterprise and Regulatory Reform Departments, was carried out by Joanna Killian, chief executive of Essex County Council and David Pretty, who recently retired as group chief executive of Barratt Developments PLC.
The final report was published on 24 November 2008. The Government response to the Killian Pretty review, published March 5, is available here.
Progress reports
A first progress report on taking forward the Government's response to the Killian Pretty Review was published on 30 July 2009. A second progress report was published on 21 December 2009 and the package of measures proposed is available below.
Alongside the above, the Government has also published a comprehensive update of the full programme of actions taken in response to Killian Pretty so far. Annex A (page 13) details the work carried out by the Planning Portal in response to the review’s recommendations.
In October 2009 the Planning Portal published a report by consultants Cragg Ross Dawson, commissioned by the Portal and PAS, on the provision of an internet-based information system to allow members of the public to establish whether or not planning permission is required. As part of the Government’s response to the Killian Pretty Review, it has set out a draft list of all nationally identified consultees (statutory and non-statutory) in the planning application process.
