Where can I access the household application notice and notices 1 and 2 on the Portal?

A notice must be completed and served to all owners of the application site (in accordance with Article 6 of the General Development Procedure Order).

Site owners are defined as freeholders or leaseholders with at least seven years of the leasehold left unexpired.

Householder Applications

If you are submitting a household application in England you need to use the Household Development Notice.

Other application notices should be printed and served to owners prior to completing Certificate B or C as part of the application process.

Non-householder Applications

For all other applications (and for all applications in Wales), Notice 1 is to be printed and served to owners if Certificate B or C is completed.

Where the owner is unknown the Notice to Unknown Owners, Notice 2, is for publication in a local newspaper if Certificate C or D is completed.

A copy of the notice must also be sent with the application to the local authority.

What is the Agricultural Holdings Certificate?

If you are applying using either the Householder or Planning application form then you will be need to complete an Ownership Certificate of the land (either A, B, C or D).

In addition, all certificates must be accompanied by an 'Agricultural Holdings Certificate' confirming whether or not any of the land to which the application relates is, or is part of, an agricultural holding.

The Agricultural Holdings Certificate will be available within the certificates questions in the forms section of your application.

You must complete the Agricultural Holdings Certificate - even if your application is for a non-agricultural use.

Where can I find the Material Amendments form?

A 'Non-Material Amendment' application process came into effect in October 2009 (see next question). However, a Material Amendments form was not created.

It was decided that with regards to minor material amendments the existing application mechanisms were suitable (with some minor tweaking).

As there was no major statutory change for minor material amendments a new form was not required.

Currently, all minor material amendment requests need to be submitted in writing using an existing section 73 procedure ("Application for removal or variation of a condition following grant of planning permission"), which is available on the Planning Portal.

The request should include a schedule which lists all of the amendments proposed and the reasons why they are being requested.

Please note that before submitting it is strongly recommended that you check with your local planning authority whether it has any specific requirements as part of your minor material amendment request.

Why is the Certificate section of the forms appearing incomplete?

The most common reason is that you have not completed the Agricultural Holdings Certificate.

After you have filled in Certificate A, B, C or D you will be asked, on the third page of the section, to complete an Agricultural Holdings certificate.

Regardless of whether the application relates to an agricultural holding or not, the details at the bottom of the page will need to be completed.

If the Certificates section is still appearing incomplete, please check you have entered information in all fields - even if it is to indicate that the question is not applicable.

Once all fields have been completed you can check the form is ready to send by clicking the ‘validation’ link at the very bottom of the Forms screen.

Once validation is complete you will receive a message stating ‘Forms are complete’.

You can move on to the next stage of the planning application process.

Can I just download a form and complete an application on paper?

Yes. All our application forms are available to download, print out, and submit by post.

Please note that forms for ‘non-material amendments’ and ‘extending the time limits of existing planning permissions’ are provided separately here.

You will be asked to specify the local planning authority to which the application will be sent (alternatively you can search using the site address) and which application type you require (with optional help in selecting the application type).

The system will then provide you with the correct form and associated help text as well as a general guidance note on making the application.

Please note that these forms are designed to be printed out and completed by hand. If you want to complete a form on the computer and then print it out, you are advised to use our online application service to complete the form and then the ‘Print Entire Application’ function.
