Calculating Fees and making payments

  1. Hello and welcome to our guides to the online application process on the Planning Portal.
  2. This guide will take you through the steps required to calculate and pay your application fee.
  3. The Fees section is where the cost of the application is calculated.
  4. When you open this page there may already be a fee calculated. This fee has been calculated based on the application type you have chosen.
  5. If there is no fee shown, select the 'Calculate' button. This will take you to a page where you answer a series of questions to help us determine the fee for your application.
  6. Complete all the questions on the form and click 'Next'. This will calculate the fee based on your answers and bring you back to the main 'Fees' page where your fee will be displayed.
  7. Some applications are entitled to a reduction or an exemption from fees. These are generally limited to applications made on behalf of specific groups (such as parish councils), and amended or alternative proposals to a previous application you made.
  8. If you think you fit into one of these groups click the 'Select reasons for reduction' or 'Select reasons for exemption' button.
  9. This will allow you to select the reduction or exemption that you think should apply. Clicking 'Next' will apply this to your calculated fee.
  10. If the application site straddles more than one local planning authority, then select the 'Application covers multiple LPAs' button and enter the local planning authorities in which your site location sits.
  11. We would recommend that you speak to your local planning authority if you have any questions about the fee or any reductions and exemptions. Their contact details are shown to the right of the fee calculator.
  12. Once you are happy that the fee has been calculated correctly, click 'Confirm' to agree to the fee.
  13. At any point after you 'Confirm' the fee (but before you select your payment options), you can go back to the 'Fees' page and amend it by selecting 'Re-calculate'.
  14. While we try to ensure the fee is calculated correctly, the relevant local planning authority is responsible for determining the correct fee, and the fee will be checked by them once the application has been submitted.
  15. They will then contact you if they believe that your fee (or any other part of your application) is incorrect.
  16. If you have any questions about the fee the local planning authority's contact details are shown to the right of the fee calculator.
  17. Once you have calculated a fee you can make your payment to the local authority by clicking on the 'Payment' tab.
  18. Even if you are not planning to pay for the application online, you should still view the payment tab and select your payment method.
  19. It is important to note that payment of the fee and submitting the application are separate processes.
  20. Paying the fee does not mean the application has been submitted and vice versa.
  21. You must make the payment and submit the application to be sure you local planning authority will accept your application.
  22. The default payment option is cheque, which is available for all local authorities.
  23. If you select this option you will be presented with the details you should write on the cheque and the address it should be sent to.
  24. However, most local authorities have also enabled other payment methods, including online payment, BACS and telephone payment.
  25. These options will appear on the payment tab if the LPA has enabled them.
  26. If you select online payment you will be given the option to 'Pay Now' using the local planning authority's online payment engine.
  27. Please note that if online payment is unsuccessful for whatever reason, you can return to the payment tab and click 'Cancel' to return to the payment options screen and select a different form of payment.
  28. If you have any queries regarding the payment of the application fee, please contact the local authority directly, as Planning Portal does not deal with the application payments.
  29. If you need any additional help look out for the blue help icons through out the site. Alternatively you can download the guidance notes from the application overview page.
