Online appeal service changes

23 July 2011

Change: The Welsh and English appeal forms have been updated to prevent the submission of the wrong appeal form.  A Welsh local planning authority cannot be added to an English form and vice versa.

Change: The ability to submit comments on householder (HAS) appeals has been removed in line with the HAS appeal process.  The link for the local planning authority (LPA) to submit their questionnaire is still available.

Change: Wording on the following appeal forms has been updated:

  • planning
  • householder
  • advert
  • enforcement
  • planning listed building consent/ conservation area consent
  • lawful development certificate
  • enforcement listed building consent/ conservation area consent.

Fix: If you answer ‘yes’ to ‘Is the address of the affected land the same as the appellant’s address?’ in the appeal site section of the appeal forms, the grid reference for the site will now automatically populate.

Change: The agricultural holdings certificate on the planning appeal form and the householder appeal form has been updated.

Fix: Question 19c on the planning questionnaire has been fixed. LPAs no longer need to select to follow/ attached below/ already enclosed, if text has already been entered into the box.

Fix: Question 12 on the HAS questionnaire has been expanded so the link to the case can be viewed in full.

Change: Indicators have been added to linked cases to show which case is taking the lead (and holds the main information) and which cases are linked (known as child cases).

Change: Case summary information can now be displayed in Welsh by clicking on the link in the top right hand corner of the case summary screen.

Change: Question 22a of the planning appeal questionnaire, now asks for a full list of the plans submitted with the application, instead of the plans submitted with the application.

Change: When an inquiry date is set, the due date for proofs of evidence will be displayed on the planning portal, under the stages and dates section of the case summary screen.

It is appreciated that the expected bad weather may prevent appellants, appellants’ agents, local planning authorities and third parties from submitting their representations by the specified deadlines. If this is the case, requests for extensions of time due to exceptional circumstances should be made by telephone or email to the relevant Case Officer (name and contact details can be found on the Inspectorate’s ‘initial letter’). An appropriate extension may be agreed if it accepted that there is a valid reason for not meeting the deadline.

This advice will be reviewed as soon as the weather improves and customers are advised to regularly check the Portal for updates.

It is appreciated that the recent severe weather may have prevented appellants, appellants’ agents, local planning authorities and third parties from submitting their representations by the specified deadlines. If this is the case, requests for extensions of time due to exceptional circumstances should be made by telephone or email to the relevant Case Officer (name and contact details can be found on the Inspectorate’s ‘initial letter’). An appropriate extension may be agreed if it accepted that there is a valid reason for not meeting the deadline.

This advice will be reviewed as soon as the weather improves and customers are advised to regularly check the Portal for updates.

Online Appeal Service Change

28th August 2010 New:  zip files are now acceptable attachments for the online forms.
  New:  Secretary of State appeals are now available on the portal (case details and decisions).
  New:  Contact - team e-mail address is now available on case summary screen.
  New:  Retention of multiple attachment descriptions after saving a partially completed form.
  New:  Implementation of "Breadcrumbs" on the PCS portal pages.
  Change: "Comment on case" and "Questionnaire" links now available on case summary screen.
  Change:  Appearance of "Appeal stages and dates" on case summary screen, the "Decision" will now appear beneath the main table as a link entitled "Outcome".
  Change:  Wording on "Save partially completed form" page to make it clearer how to save.
  Change:  LPA's application reference number is now a mandatory field.
  Change:  Extension to text box on Question 12 of the Householder Appeal LPA appeal questionnaire.
