Application to deregister or to deregister and exchange common land or town or village greens Commons Act 2006: Section 16.

Section 19 of the Acquisition of Land Act 1981

Under this section an appropriation or compulsory purchase of certain types of land, including common land or town or village green, must be subject to special parliamentary procedure unless a certificate is obtained from the Secretary of State confirming that suitable exchange land is to be given for the land taken, or that the giving of exchange land is unnecessary.
There is no application form, applications should be made by letter.

Section 131 - 132 of the Planning Act 2008

Orders granting development consent under the Planning Act 2008 confer powers of compulsory purchase. Compulsory purchase may be authorised as part of a development consent order granted by the Infrastructure Planning Commission (IPC), or the Secretary of State.

Whenever an order granting development consent authorises the compulsory acquisition of land which forms part of a common, or of new rights over such land, it is subject to special parliamentary procedure unless the Secretary of State gives a certificate under section 131(3) or 132(2) as appropriate. 
There is no application form, applications should be made by letter.
