DoE 19/92 and WO 39/92 (13 July 1992)
This circular introduces the new regulations replacing the Town and Country Planning General Regulations, 1976. The new regulations brought into force new arrangements for local authorities to grant planning permission for their own development or for developments jointly carried out with another person and for development on local authority-owned land.
Annex One describes the main provisions of the regulations and gives policy guidance. Annex Two gives guidance on the Town and Country Planning (Development Plans and Consultation) Directions 1992, which are reproduced as Annex Three.
The new Directions require notification to the Secretary of State of all local authority development proposals which are not in accordance with the development plan. Previously only material departures from the development plan had to be notified.
