This circular brings together and updates earlier guidance, in DoE circulars 21/91 and 17/92, on how to use the amended planning enforcement provisions in Part VII of the Town and Country Planning Act 1990.

Its detailed appendices advise on procedures for planning contravention notices, enforcement notices and appeals, stop notices, enforcement of planning conditions through breach of condition notices and injunctions to restrain breaches of planning control.

Other matters covered include rights of entry to land for enforcement purposes, control of development on Crown land, lawfulness and lawful development certificates, and the Town and Country Planning (Enforcement) (Inquiries Procedure) Rules 1992.
