This circular gives guidance on the
planning regulations for dwelling houses and houses in multiple
occupation. It follows a change in regulations which means planning
permission will be required for a change of use from Class C3 (dwelling
house) to a new Class C4 (house in multiple occupation), but changes
from C4 to C3 will be permitted development.
HMO reform
On 17 June 2010, housing minister Grant Shapps announced reforms to the HMO system giving councils greater flexibility to manage HMOs in their area.
