This circular deals with the development control provisions of part nine and schedule fifteen of the Local Government Planning and Land Act, 1980. It refers to two furthers Town and Country Planing Orders and Regulations and contains advice on the Health Service Act 1980.
Topics covered include allocation of development control functions, consultation between district and council planning authorities, revised arrangements for dealing with departures from development plans, and development by government departments.
Other matters discussed include the right of appeal, orders to define an area of specified control of advertisements and tree preservation orders.
There are five appendices, the last of which discusses the control of hospital building outside the national health service and the links between hospital building control and planning legislation.
