DoE 12/78 and WO 9/78 (31 January 1978)
This circular draws the attention of local authorities to the report of the Mobile Homes Review, and in particular to current practices with regard to temporary planning permissions and site standards.
The government accepted the report's recommendations and agrees with it that mobile homes can make a positive if limited contribution to the provision of housing. The government Building Research Establishment was used to discover the facts about mobile home living and the views of residents, site owners and local authorities. It found some planning resistance to new sites.
The circular suggests that planning authorities could do more to identify potential sites. There should also be better statutory protection for residents.
