This Circular sets out advice to local planning authorities on the need to make adequate provision through the planning system for new prison developments. It emphasises the need for sites for new prisons to be identified in development plans. The Circular also sets out the criteria for site selection, notes that the fear of crime in the vicinity is not a material consideration when considering applications for secure prisons and describes the potential economic benefits of new prisons. It also sets out the information that would be provided in an outline planning application.
