This circular and its annex list describe some of the planning provisions of the Housing and Planning Act 1986 which came into effect on 7 January 1987.
The provisions include removal of the requirement on the electricity industry to consult county councils as well as district councils about proposed low voltage overhead power lines; establishment of experimental areas for the control of advertisements; extension of the powers of district authorities to require proper maintenance of land adversely affecting amenity.
The repeal of unnecessary enactments concerning grants for the removal of temporary defence works, industrial development certificates and planning redevelopment grants is recorded and minor and consequential amendments are listed.
Further sections extend the life of a planning permission in an enterprise zone beyond the termination date for the zone itself and make it unlawful for a local planning authority to practise racial discrimination in deciding planning applications.
