This circular introduced the direction promised in paragraph 39 of PPG 3 Housing. Paragraph 39 stipulates that the Secretary of State should be notified of any proposed greenfield housing developments which are above a certain size either on their own or as part of a wider but contiguous allocation for housing and which the local authority resolves to approve.
