This TAN provides guidance on planning for affordable housing. The term ‘affordable housing’ is taken as encompassing both low cost market and subsidised housing, irrespective of tenure, ownership or financial arrangements, that is available to people who cannot afford to occupy housing available on the open market.
It covers the assessment of need for affordable housing and definitions and targets to be included in the development plan prepared by a local planning authority. Rural exception sites, control of occupancy and the involvement of registered social landlords are discussed.
Possible approaches to the use of conditions and planning obligations in relation to affordable housing are also considered.
