TAN 21 Waste (November 2001)

This TAN is intended to facilitate the introduction of a comprehensive, integrated and sustainable land use planning framework for waste management in Wales.

Developing legal, environmental and technological circumstances influencing waste resource management will require changes to priorities and solutions that land use planning cannot deliver on its own. The advice highlights the role of the planning system in providing adequate facilities for reuse, recovery and disposal of waste which minimises adverse environmental impact and avoids risk to human health.

There are details of key UK legislation and EU directives, and the principles and techniques of waste management. There are proposals for regional waste co-ordination resulting in the production of Regional Waste Plans that will meet the requirements of the EU Directives on waste.

Also included are planning considerations in waste issues, implications for unitary development plans and development control. Differing types of waste are considered in more detail, specifically municipal, industrial and commercial, agricultural, construction and demolition, special and hazardous waste.

Annexes give further detail on European Directives, planning considerations and Best Practicable Environmental Option (BPEO) and Sustainable Waste Management Option (SWMO).
